Job Responsibility /Description :

  • Operational Work:
  • - Support preparation and implementation of IBRD operations in the energy sector, including pipeline and ongoing projects on just energy transition, network enhancement, renewable energy, and access. This would include drafting and reviewing key project documents.
  • - Support in financial and economic analysis of projects, designing institutional arrangements, and ensuring compliance with World Bank policies, including liaising with broader team members and reviewers.
  • - Participate in preparation and supervision missions, compile mission Aide Memoires, draft Implementation Supervision Reports (ISRs), track overall project progress and identify issues requiring attention, and organize key project workshops, training and other events.
  • - Support new business development and preparation of funding proposals, ToRs for feasibility and pre-feasibility studies for new project identification, selection and supervision of consultants.
  • Analytical Work:
  • - Collect sector data and support sector modeling work such as system planning and financial sustainability of the utility.
  • - Design and implement analytical work - both as a team member providing specific inputs and on occasion leading work. Such work may include, coordinating the sector reform analytical work, thought leadership on key topics such as around e-mobility, preparing fund proposals and investment plans.
  • - Support implementation of trust fund-supported analytical and advisory projects and prepare documentation related to their implementation, such as terms of references, progress reports, completion reports, and briefings.
  • - Provide inputs and draft sector and country briefings, background reports, case studies, portfolio performance reviews, etc.
  • Liaison with Government and Country Strategy:
  • - Support dialogue with stakeholders including Government and the electricity utility, PLN, at meetings and workshops.
  • - Follow-up on key government actions (i.e., data collection, procurement, reporting), proactive identification and resolution of Bank/client relationships.
  • - Monitor changes in government that may affect the energy programs, collection of sector information, etc.
  • Other work:
  • - Carry out other ad hoc tasks as requested by the Energy Practice Manager/Infrastructure Program Leader, which may include preparation of briefings, organization of workshops and seminars, development of portfolio summaries, support key knowledge exchange events and communications, coordinating publication of unit reports, etc.

Job Requirement / Minimum Qualification:

  • Master's degree in a relevant field/discipline (e.g., energy, engineering, economics, or finance) and a minimum 5 years of relevant professional experience in the energy sector.
  • Demonstrated experience in preparing and implementing projects (including a diversity of instruments such as PforRs, IPFs, and guarantees) in areas such as renewable energy, energy access, energy efficiency, power utility operations, power sector reforms and private capital mobilization will be an advantage.
  • Strong research and analytical skills with demonstrated ability to deliver high caliber analytical work will be an advantage.
  • Excellent oral and written communication in English.
  • Excellent interpersonal and communications skills and proven track record of effective communication, including on difficult issues, and build strong partnerships with clients and colleagues.
  • Proven ability to work in a team and intercultural environment, with minimal supervision.
  • Ability to work under tight deadlines, manage multi-task requirements and a high degree of pro-activity and initiative.
  • Willing to travel as the position may require.
  • Technical competencies:
  • - Knowledge and Experience in Development Arena - Understands policy making process; distills operationally relevant recommendations/lessons for clients.
  • - Policy Dialogue Skills - Identifies and assesses policy issues and contributes to the dialogue with the government and/or other stakeholders.
  • - Integrative Skills - Working to develop an integrated view across all facets of current sector.
  • - Energy Sector Technologies - Direct experience with depth in at least one area: energy access, hydropower, other types of power generation, transmission and distribution, renewables, energy efficiency, power system planning, low carbon strategies, etc.
  • - Energy Policy, Strategy and Institutions - Familiarity with energy policies, strategies, institutions, and regulations.
